Super Elastic Bubble Plastic from the 70's and 80's

I remember my youth and attempting to blow a liquid balloon and only ending up feeling like I was blowing my brains out with this highly toxic smelling Bubble Plastic. This 'toy' was strange to say the least, kinda fun, probably dangerous...

Looked for a picture but couldn't locate anything.
