I'm guessing he's saying, "If I had it to over again, we'd retool Vista."

However, elsewhere in the same interview he considers Office 2007 a huge success despite its failed file format. Odd. I think what Lotus Symphony did with OpenOffice's UI was a better way for Office 2007 rather than that big-assed ribbon. Oh well.
