— What's the language/environment?
— How long has it been around?
— Is it actively developed?
— Who's using it?
— Is there support?
are good ones to ask for some software, too.

the most important question for me is 'Is it actively developed'. Web technology is moving too fast to not choose a solution which is actively developed.
