CSS3 Preview
CSS3 Preview: "Many exciting new functions and features are being thought up for CSS3"
Instead of posting some of the new features I just provided a link to a blog that tells about some of the new features and shows some examples.
The question isn't what is new but when will browsers become compliant once CSS3 is a released standard.
In case you're looking for a great Quick Reference Guide for CSS2 then check out the one I threw together. What I did was print and laminate it, which gave me a very handy guide. Additional guides can be found in my Resource Center.

When a browser (or browsers) will adopt CSS3 is truly the right question. I'm guessing not before 2009 at the earliest?

Agreed. It will be several years after the introduction of the specification before you can 'safely' develop with it.
